Deliverable 2.3: Service financial structure and business risk distribution

Deliverable 2.3 is aimed to conduct the analysis and identification of suitable financial structures that will ensure cost-effectiveness of the service offer and minimize, at the same time, the business risk for the involved actors.
The main focus of the analysisis on actual and expected costs in the pilot areas, in order to identify suitable financial structures to ensure pre-financing of initial energy efficiency interventions and payback through identified revenue streams. The task workflow is strengthened involving financial experts and stakeholders, as well as experts from NEON related projects, analysing how to attract private capital under the concept of CECs. The report is wrapped up by a set of guidelines for business risk distribution and minimization.
