Deliverable 2.1: Legal and financial framework for cross-service integration

Deliverable 2.1 is aimed to evaluate the framework for delivery of the proposed concept of integrated energy services in practice. The report sounds out the European regulatory framework as well as national regulations affecting NEON. Starting from an analysis of the functioning
of the electricity markets in EU, the deliverable proceeds with self-consumption, demand-response, and energy efficiency in buildings. Finally, an evaluation of actual and potential financing schemes as well as financial and technical barriers for NEON is carried out.
